SENATE of the United States.
Monday, Dec. 13.
SEVENTEEN members, constituting a quorum, attended... Whereupon the Senate proceeded, in the absence of the Vice-President, to the choice of a President pro. tempore.
On the 1st ballot, Gen. Bradley, of Vermont, had 8 votes--Mr. Tracy, of Connecticut, 7--Mr. Baldwin 1, and Mr. Logan 1. No election, a majority being requisite--2d & 3d ballots, same as the first.
On the 4th ballot, Mr. Bradley had eight votes--Mr. Tracy 7, and two blank votes.--No election.
Tuesday, Dec. 14.
Eighteen members present. Stephen R. Bradley was chosen President pro. tempore.--Mr. B. had 9, and Mr. Tracy 7 votes.
On the election of the President, Mr. Bradley withdrew, and 9 became a majority of the members present.--
The Rev. Dr. Gantt was chosen chaplain: 10 members voting for him.

Monday, Dec. 13.
THE petition of James Bell, heretofore presented, was referred to the committee of claims.
The petition of Joseph M'Lellan & Hugh M'Lellan, John Taber and Daniel Taber, of Portland, M. was read, praying a remission of the duties of impost and tonnage on foreign vessels, in the case of the ship Eliza, to which they have been subjected in consequence of one of the owners of the said ship having omitted to take the oath or affirmation within the time prescribed by law, was read and referred to the committee of commerce and manufactures.
Mr. Davenport from the com. of revisal and unfinished business, made a report in part.
Tuesday, Dec. 14.
Mr. S. Smith moved the reference of the bill for the relief of Henry Mesonier, with the papers accompanying it, to the committee of commerce and manufactures. Agreed to.
A message was received from the Senate, informing the House that they had made a quorum, and had chosen Stephen R. Bradley, President pro tempore, in the absence of the Vice President of the U. States. and were ready to proceed to business.
The petition of - Fowler was referred to the committee of claims.
On motion of Mr. Dawson, resolved, that a committee be appointed on the part of this house, to unite with a committee on the part of the Senate, to wait upon the President of the United States, and inform him that the two Houses have formed, and are ready to receive any communication he may be pleased to make to them.
Mr. Dawson, Mr. Lowndes, and Mr. Van Nes, were appointed the committee.
A message was received from the Senate, advising the House, that they had passed a similar resolution, and had appointed, on their part, a committee, consisting of Mr. Wright and Mr. Theodore Foster.
On motion of Gen. S. Smith, the memorials of sundry manufacturers, presented last session, were referred to the com. of commerce and manufactures.
Mr. Dennis stated that he understood, that at the same time that this House had passed a resolution for the appointment of a committee to join a committee of the Senate to wait on the President, the Senate had passed a resolution to the same effect. There appeared, therefore, to be two concurrent resolutions, each originating in one house but neither of which was acted upon by the other. He therefore moved a concurrence on the part of the House in the resolution of the Senate.--Agreed to.
Mr. Green presented a number of petitions from citizens of the Mississippi Territory, praying that the land office, to be opened, may be within the limits of the Territory, and that the actual settlers may have preemption rights extended to them; and praying for sundry alterations in the terms of the ordinance, under which they are organized.--Referred to a com.
The House took up the motion, made four days since, by Mr. Gregg, for the appointment of two Chaplains, of different denominations, to interchange weekly.--Mr. Davis expressed himself against the resolution.
It was defended by Messrs. Dennis, Griswold, Nicholson, Smilie, Claiborne and Elmer.
Mr. Dennis moved to strike out "of different denominations." This motion was supported by Mr. Smilie, and opposed by Messrs. Nicholson, Elmer, and Claiborne--Lost, ayes 24.
The resolution was then agreed to, without amendment.
On motion of Mr. Dennis, the petitions of Wm. Ray and John Fallowell, heretofore presented, were referred to the committee of claims.
On motion of Gen. Varnum, the petition of Edward Barnes, heretofore presented, was referred to the com. mittee of claims.
Mr. Alston moved that a committee be appointed to enquire and report what alterations may be necessary in the acts for the establishment of post. offices and post-roads, with power to report by bill or otherwise.--Com. of seven appointed.
Mr. Davis moved that the committee appointed on post-offices and post roads be in- structed to enquire into the expediency of making provision by law, to prevent post- masters from becoming contractors for car- rying the mails. Agreed to.
On motion of Gen. Varnum the petition of Joseph Ward, and the report of the Se- cretary of the Treasury thereon, was refer- red to the com. of claims.
Mr. S. Smith moved the appointment of a committee of ways and means of seven members. Agreed to.
Mr. Dawson, from the committee ap- pointed to wait upon the President, reported that they had delivered the message of the House to the President, who replied, that he would make his communication to Con- gress by message to morrow,
Dr. Mitchell gave notice that imme- diately after the receipt of the President's message, he should offer a specific motion on the subject of French spoliations.
