Would it not be best for the Revenue Cutters to be stationed in the winter season, where they would be most likely to be able to render assistance to vessels which might be wrecked, or approaching the shore in distress? The United States by their imposts, have an interest in most vessels far superior to that of an insured owner—as the duties range from 25 to over 100 per cent. By the preservation of the property from wreck, waste, loss or plunder, they would save for themselves from an eighth to half or more of the value, with but little additional expense. [Bos. Pall.
