What drew the Sultan's attention to scandals in Turkish society was the scrape which the son of Hachim Pasha, minister of public instruction, got into at the Prinkipo Yacht club.
This club is much frequented in the summer by foreign residents, and also by Turks of good family.
Young Hachim lost $1,000 at the club and attempted to play again next day without paying his debt, contrary to the rules of the club. He was offended with the club officials, who prevented him continuing to play while in debt, and told his father. The minister at once reported the incident to the sultan.
The result was an irade, forbidding all Turks to frequent the "cursed club of the Giaours," which was put under police surveillance. Turkish women were ordered to remain indoors after 6 o'clock in the evening and the governor and chief of police of the island were dismissed.
The sultan has also forbidden Turkish women to indulge in one of their rare pleasures, the excursion in boats up the Sweet Waters. This has been hitherto the great summer fete on the Bosphorus for Turkish women, who joined in the throng of pleasure boats on Fridays and Sundays. But now, by imperial edict, they are deprived of this simple diversion, and must not mix with the infidel foreigners.
