NEGOCIATION.

RASTADT, MARCH 7. The deputation of the Empire yesterday held a conference to deliberate on the last note of the French Ministers. We are assured, that a majority of votes were in favor of granting to the French Republic, all the left bank of the Rhine; on the conditions proposed in the note transmitted to citizens Trielhard and Bonnier, for the cession of one half; and without the proposition being divided; that is to say, in default of the French government's accepting these conditions, the offer is to be considered as null and void.
