The affairs of our colonies being at length,
most happily for them, as well as for the mother
country, put under the direction of a
Nobleman, long distinguished for his great
abilities and his truly patriotic spirit, who has
thoroughly studied them, perfectly understands
them, and pays due regard to their
importance, it is justly hoped, that many gross
abuses therein, which have been too long
overlooked, or connived at, will now be rectified,
and many new and salutary regulations
introduced, which are greatly wanted.
