CASS's LETTER to the Convention.-The letters from distinguished statesmen and citizens of both political parties, read to the Harbor and River Convention, and which we publish to-day, were well received, with a single exception. When the reading Secretary announced a letter from Gen Cass, and opened a gilt-edged note not bigger than a man's hand a smile passed over the face of the Convention. It was heard with respectful attention until he came to I am, Sir." when the Convention broke into an uproarious laugh of derision, which was followed by shouts of "Encore! encore! read it again! read it again! there must be more of it!" from every part of the vast multitude. When order was partially restored, a delegate some distance from the stand arose and stated that all of the letter could not have been heard in his quarter, that there must be more of it, and begged the Chair to permit the letter to be read again. The President directed a second reading, and at its close the laugh and shout were renewed, accompanied by undertone remarks, anything but complementary to the distinguished writer. The expression came from men of all parties, and was a withering rebuke to the trimmed presidential aspirant who stands ready to sacrifice Northern and Western interests to obtain the votes of Southern Locofocoes.—Cleveland Herald
