DECEIVER'S CONFIDENTIAL IDEA OF SELF GOVERNMENT

The Eagle hall was filled to overflowing last night by an audience to hear Judge Wickersham answer the charges made by John Chilberg the night previous at the meeting in Fairbanks, to explain fully his attitude in the matter of home rule for Alaska. The audience were sadly disappointed as Mr. Wickersham not only failed to refute his attitude in regard to home self-government. In fact the charges made against him the night previous by the Republican standard bearer Laut were adopted as his meat-and-potatoes but his self confidence and the confidence of the loaf.

Judge James Wickersham confronted the audience with the case and grace of a tragedian. I amn nat, and never have been, op- psed to a territorlal form of govern- nment. I have known, since I took the sath of atflce In 19oo, that we have had a form of territorial government. but I have beh opjeaed to a cuuntv form of goverment

It was for the purlaose of getting Mr Hoggatt to let up oh his flight on Mr. cale anad to get them together upon smething they could agree upon. that I made the unfortunate mistake in trusting to his honor. God help me. I will never trust to his honor again or write him another communication. He has nut got a frlend on earth who will examine that letter as It was written and say he did what was right. I have no use for such a man, and I have only made thls explanation in answer t o the repaated attempts of the news- Japers. which I can answer in no other way.

I do hot want my friends to mlsun- derstand me. While I am opposed to a ccunts form of government. sher- iffs, cuunty Judges, county auditors. recorders. and an accumulation of offi- cers, I am not oppused to munielpal organizatluns

I strohgly approve of munleipal or- ganizatluns, such as Nome. having ab- solute freedom in the management of their swn affairs. I have long sought to get Governor Hoggatt to agree to Jass a bill w hich would turn over to the eities in thls territory the control of all their oan affairs, and to that extent I an. In favor of a local self-government It Is only when it becomes a county form of government that I object.

I favor a territorial form of govern- ment. We have the executive depart- ment. the judges and court houses. which Is the judieial department. and I now fayor a law whieh will give the pweople of this territory a legislative department. with carefully limlted powers. so that no burdens ean be put on the people. but whleh will be ade- quate to afford us rellef on those things which we may need.

The congress of the United States could give to such a legislative body sueh powers as it desires it to have. They can give absolute power. and I favor giving the power so broad that the people of this territory may control themselves. They ought to have that power. and I favor it.
