STATE BOARD OF HEALTH.

The State Board of Health met in Columbia last Friday. There were present Dr. Gary of Abbeville, president; Drs. Wilhite of Anderson, Bratton of York, Faber of Orangeburg, Simons, Prioleau and Fraser of Charleston, Attorney-General Miles and Comptroller-General Stoney. The chief question discussed was that of the jurisdiction of the board in regard to the condition of the convicts farmed out.

After considerable discussion Attorney-General Miles gave it as his opinion that the board had no jurisdiction over convicts outside of the Penitentiary. It had been the intention of the board to send a committee to examine all the convict camps and investigate their condition, but this opinion estopped them.

On motion of Dr. Simons the question of the duties of the executive committee of the board in relation to the penal and charitable institutions of the State was referred to a committee, which was appointed, consisting of Drs. Simons and Prioleau and Mr. Miles. The other business was merely routine.

No reports of epidemics were received. The sub-boards of health of the various counties will make their reports at the October meeting of the board.
