Worse Than Democracy.—Prince Windischgratz recently established his head-quarters at Pesth, and issued the following proclamation, which for barbarism is perhaps without a parallel in the darkest periods of European history:

"Any inhabitant who is taken with a weapon of any description in his hand will be immediately hanged.

"If the inhabitants of any place shall, united, dare to attack any imperial royal military courrier, any transports, any or single commanding officers, or to injure them in any way soever, such place shall be made level with the earth.

"The authorities of the different places shall answer with their heads for the preservation of the public peace."
