It is a subject of much importance with the consumers of mineral Coal, that they be satisfied that they receive the quantity they contract for. With the manner many of our citizens receive this article from the Bay Craft, which generally bring it from Richmond to this place,—numbers are much dissatisfied. The skipper who brings it on freight is interested in making his cargo run out as many bushels as he can; and thus those who are supplied from these vessels may be imposed on by getting very deficient measurement.
Surely our Town Council have this matter under their care and control. At this time I believe no officer has the measurement of Coal under his care. This state of things ought to have been remedied.
There is every probability that Alexandria will become a very extensive Coal market. I therefore would be a proper subject for Council to regulate the measurement, fixing a standard weight at which Coal, per bushel, may be received and given out. My object is Public Utility.
