Monday, Feb. 18.
The committee of the whole rose, but the House adjourned without coming to any decision on the bill for the relief of Lieut. Simeon Knight.
Tuesday, February 19.
Mr. Love offered a resolution for the appointment of a committee to enquire into the propriety of altering or continuing certain parts of the law establishing the bank of the U. S. in case the charter should not be renewed. The house refused to consider the resolution, 41 to 30.
Mr. Newton, from the committee of commerce and manufactures, made a report unfavorable to the petition of Wm. Patterson and Sons. The question of agreeing to the report of the committee of commerce and manufactures occupied the house till half past two, when they decided to agree, 68 in favor.
A message was received from the president.
The message gave nothing of any intelligence or instructions through Monsieur Serurier. It consists of letters from Mr. Russell to Mr. Pinckney, from Mr. Russell to Mr. Smith, from Mr. Pinckney to Wellesley, Wellesley to Pinckney and Pinckney to Smith. It gives no change to the aspect of our foreign affairs. It was referred to the committee on foreign affairs and three thousand copies ordered to be printed.
Mr. Pitkin offered a resolution requesting the original French copies of several of the letters. A debate ensued.
