CONGRESS.--It will be perceived by referring to the Congressional proceedings in this day's paper, that Mr. Holmes, of Maine, has introduced in the Senate, sundry resolutions in relation to the expediency of amending the existing rules of the Senate--which are palpably aimed at the anomalous course that has been pursued by Mr. Randolph, in that venerable body, during the recent session of Congress. There can be no doubt as to the expediency, and moreover, the necessity, of such a measure,--and we sincerely hope, and we do not hesitate to say that it will, meet the early and efficient consideration of the Senate, at the commencement of the next session. The National Journal in remarking upon the resolutions, speaks thus.--"As to the resolutions of Mr. Holmes, they do credit to that gentleman. They evidence that, amidst the too prevalent disposition to submit to all branches of order and decorum, and to become willing witnesses of the prostration of Senatorial character, there still exists a redeeming spirit in that body, in which the people may confidently rely, for the protection of its own dignity, and the character of the nation."

Congress have now concluded their deliberations, for the present, and we presume have began to disperse from the Capital--some one way and some another,--and we may soon expect to congratulate our friends on their return to their families and homes. The very able and satisfactory manner in which they have discharged the duties of the high trust confided to them, will entitle them to a warm and generous "welcome home".
