Inauguration of the New Governor of Massachusetts.

Boston, Jan. 9

Mr. Gardiner, the Governor elect, of this State, was inaugurated to-day. His address was chiefly upon the dangers and difficulties which threatened the government of the country, from the foreign emigration. He alluded to the great increase in the emigration of beggars, paupers and convicts to the United States, and urges that wise statesmanship should interfere, within the limits of the constitution, so as to ameliorate and control these elements.

He contends that the dominant race must regulate the incoming class, and recommends that all the schools supported by the State, should impart the instruction in the English language only. He says all military companies should be disbanded, which cherish or develop foreign sympathies; that the Bible should be retained in the public schools, and every measure tending to unite Church and State, should be discountenanced. He is particularly severe on imported demagogues, agrarians, Red Republicans and others of this class, and is opposed to any easy manner of becoming citizens.

He holds that all those who make this country a refuge from poverty and misrule, should be treated with kindness and affection, but that the American people should continue to administer the laws according to their own judgment. He recommends an amendment of the Constitution so that aliens should not have the elective franchise conferred upon them until they had resided twenty-one years in the country.
