The Circuit Judgeship.

Many of our people do not fully understand the object and cause of the election of a new circuit judge, so we will explain. Every circuit court in the state is now overrun with business, and, accordingly, the last legislature passed a bill reducing the number of judicial circuits in the state, outside of Cook county, to thirteen, and providing for three judges in each circuit, instead of two as heretofore. The present judges hold over, and the additional judge is to be elected in each circuit on the first Monday in August next. The new circuit and the names of the holding-over judges in this district, are as follows: Tenth circuit (old Fifth and Eighth)-- Judges George W. Pleasants, of Rock Island, and Arthur A. Smith, of Knox. The counties of Rock Island, Mercer, Henry, Warren, Knox, and Henderson. Under this plan cases need not have to wait for two or three years before coming to trial, as is now the case.
