Captain Dennis, of the brig Washington, on his passage from Marblehead to New York, on the 1st of this month spoke the ship Sally, Capt. Webber, of Boston, then 52 days from Liverpool for Baltimore, having on board a Messenger with Despatches from Gen. Armstrong. Capt D. informs that the above gentleman told him that the Despatches were of a very favourable nature. As the Messenger took his departure from England about the last of August, it is probable he has also a communication from Mr. Pinkney. He was anxious to know whether our Congress had met; but said nothing about the orders in Council. By the next mail from the southward, we shall probably be furnished with the news by this arrival, in detail. The above is probably the gentleman who took to England the news of the repeal of the Berlin and Milan Decrees: [N.Y. Gaz.
