PHILADELPHIA, JUNE 12.

FOLLY AND IGNORANCE.

Whilst Napoleon's American liege subjects are justifying him in the adoption of the most arbitrary "municipal" regulations, affecting the dearest interests of American commerce, even in the very teeth of a solemn Commercial Convention; and while we justly claim and exercise the right to impose just what duties we please on all foreign articles imported into the U. S. or to prohibit entirely their importation at pleasure, and declare at the same time that no nation on-earth has any right to be displeased thereat;--a few noisy imported newspaper makers, take upon themselves to deny to the British Constituted Authorities a right to lay duties in their own ports on foreign importations! It is acknowledged that duties may be impolitic; but every independent nation will judge on this point for itself; will manage its own affairs in this particular in its own way; and will treat with merited derision all the frothings of foreign ignorance, folly and impertinence on the subject.
