French Consul Touchy.

CHICAGO, Sept. 22.—On account of the feeling which has been aroused by the Dreyfus verdict, Henri Merou, French consul in Chicago, has withdrawn the appointment of a president for the French part of the all nations' parade, which is to be a feature of the fall festival here next month. M. Merou said he could not with proper respect for his country, do anything which would give an opportunity for insults to be offered to the French flag and for that reason the appointment was withdrawn.
