Albany, Nov. 29.-Advocates of commission-city manager government in Albany, which will be voted on at the general election for the city next Monday, won all three contests in primary for councilmen held Monday. These nominated will be elected, it is expected, without opposition next Monday, when the voters are to decide if they want a commission-city manager government. In the event they do, the victorious candidates will become commissioners, instead of councilmen, as will the hold-over members of the present council. In the Second ward, G. G. Warde defeated Councilman W. B. Haley, 283 to 202; in the Third ward, C. W. Rawson was winner over Councilman E. H. Kalmon, 146 to 129; in the Fifth ward, W. M. Legg won over Albert S. Bacon, 260 to 258, the vote in each ward being barely 50 per cent of the registration. Mr. Bacon has filed a contest to the nomination of Mr. Legg, which will be heard today by the new executive committee named by the victorious party. H. M. McIntosh is chairman of the committee, and represents the Second ward; R. R. Jenkins, the First ward; D. H. Redfearn, the third ward; Mrs. C. E. Newell, the fourth ward, and E. R. Clark, the Fifth ward. Mrs. Newell is the first woman ever to hold a place on the committee. Despite the election of the candidates favoring the commission government opponents of the change are preparing to work hard against the measure's ratification at the polls next Monday, contending the measure is not a real commission-city manager bill.
