LOMBARDY.

The intelligence from the seat of war possesses considerable interest, as it indicates a change in the plans of Marshal Radetsky, who is stated to have left only 6000 men in Verona, while he himself marched on Vicenza with the remainder of his disposable forces, variously estimated at from 20 to 25,000 men. During the night of the 9th inst. the position of Rivoli, which the Piedmontese appear to have been preparing to attack, was abandoned by the Austrians, who retired to the left bank of the Adige, and the bridge was broken down. On the 10th inst. the position of Rivoli was occupied by the Sardinians, and it was expected that the King would take measures to cross the Adige, and commence operations against Verona. Meanwhile the Austrians made arrangements for an attack on Vicenza, and an action ensued between them and the Italians, under General Durando, which terminated in favor of the Austrians. Private letters from Milan, of the afternoon of the 13th inst., announce the surrender of Vicenza to the Austrians on the 11th, by capitulation. The troops composing the garrison marched out with the honors of war, and were permitted to retain their arms, on condition that they should not serve against the Austrians for three months. The Italia del Popolo, of the 13th inst., confirms the news of the capitulation of Vicenza, overpowered by the overwhelming force of the Austrians, who, after a very brief delay, marched upon Padua, which city has also been compelled to capitulate. The King of Sardinia signed, on the evening of the 10th inst., at Garda, the compact with M. Casati, and two other members of the Provisional Government of Milan, for the annexation of Lombardy to the kingdom of Sardinia. The Provisional Government is to be abolished, and a kind of regency, composed of Piedmontese and Milanese, of which M. Casati is to be the President, will for the present, be established at Milan. The Italia, of Pisa, of the 13th, announces that a Sardinian sub-intendant has taken possession of some points of the Lunigiana, declaring that he is acting under the orders of Turin, and the whole of Lunigiana will soon become Piedmontese.
