The city of Richmond, Va. is in a state of warlike excitement. There is a spirited contest between two sets of city officers, each claiming legality. Governor Walker, under the new law, recently appointed a new Common Council, which at once appointed H. K. Elison Mayor, and chose new Chief and Captains of Police. The new appointees yesterday took steps to enter upon their offices, but were resisted by Mayor Cahoon and his police organization, the appointees under United States Military Government, who claim that they are legally in possession of the city government until their successors shall have been elected by the people. At last accounts, both Mayors had sworn in a large number of special policemen, and the Elison party had surrounded and were besieging the Cahoon party in a station house, and the United States Marshal had served a warrant upon Elison and his Chief of Police.
