WASHINGTON - Senator Hubert H. Humphrey (D.Minn) last Friday introduced a bill to establish a permanent Commission on Civil Rights in the Executive Branch of the Government.
In introducing the bill, Senator Humphrey made a special plea to the Republicans and to the Southern Democrats to join "in making this bill law by unanimous vote of the Senate."
"I ask the Republican Leadership to join with me in pressing for this legislation, and I ask my colleagues from the South to demonstrate their good faith and their basic allegiance to the principles of the Declaration of Independence which we all share, by joining in the effort to pass this bill," Senator Humphrey said.
"I have never believed in an all or nothing approach to any of the major social, economic, or political problems which face our nation. I therefore, urge the Senate to find a middle approach and take some steps to spell progress.
"There are many millions of Americans who do not today enjoy full protection of their civil rights and who look to the Congress for some steps which will improve their situation and which will demonstrate to them that our government is interested in their welfare and is committed to protecting all their constitutional liberties."
This is the ninth bill on civil rights which Senator Humphrey has introduced this term.
