By an express, which arrived last night with dispatches to his Excellency the Governor, we have been favoured with a Pennsylvania paper as late as the 6th of May, which mentions that the Treaties of amity and commerce, and of alliance, entered into by our Plenipotentiaries at Paris and his most Christian Majesty's Minister, have been unanimously ratified and confirmed by Congress.

The paper also contains some of the articles of the treaty of amity and commerce, published by Congress; but as they came so late, and are very long, we hope we shall be excused for not publishing them this week. Our customers may depend on having them in our next.
