BERLIN, Germany, Dec. 9. - The political crisis caused by the riots at
Zabern, said to be due to the insulting and domineering attitude of German
army officers stationed there, has reached a still more sensational
height. The resignation of Imperial Chancellor von Bethmann-Hollweg is
the object of a strong movement in the Reichstag.
The chancellor today made a statement in which he refused to resign.
He defies parliament to pass constitutional amendments making him responsible
for the emperor's acts and providing for his dismissal at the
demand of the Reichstag.
