Desegregation Progress
By Judge Hubert T. Delaney

In address at Bard College, New York

No one can deny that there has been progress towards integration in sections that formerly had segregated schools. Integration in Baltimore and Washington and in certain cities of Kentucky, Oklahoma and New Mexico is now an accomplished fact.

It is encouraging to note that there is less resistance to integration than expected in Texas and Louisiana.

Another gain is a decision of the Virginia Judge who declared that school bonds formerly floated for segregated schools are void. This action will accomplish the same results that are hoped for in South Carolina, Georgia, and Mississippi - to wit: that the schools will be closed to both white and colored students.

This is a gain. These states cannot for long resist the public pressure of condemnation that will be heaped upon their heads for denying education to the children of their states. In fact, if the Federal Government were to deny school aid to states which practice segregation- although the immediate effect might be the cessation of schools for both colored and white - the Southern whites would not long stand for being deprived of free public schools.

Having won the battle for integration in the decisions at May 17, 1954 and May 30, 1955, unless we are careful and on our guard we will lose the fruits of victory.

Byrnes does not want us to win the fruits of victory. Talmadge does not want us to win the fruits of victory. Byrd does not want us to win the fruits of victory. Shivers does not want us to win the fruits of victory. J. Strom Thurmond does not want us to win the fruits of victory.

But we will win the victory because America must win this victory in order to convince the peoples of the world whose confidence she now seeks.
