At a joint meeting of committees of the House and Senate Democratic Caucuses, held on the 22d, to make recommendations concerning the order of business for the extra session of Congress, it was determined to report the appropriation bills with the amendments providing for the repeal of the obnoxious sections of the Federal election laws, but in a somewhat modified form from what was proposed last session. The total repeal of the juror's test oath is to be insisted upon, together with that of the law authorizing the presence of troops at the polls. A decided majority of those present voted in favor of restricting legislation to the passage of the appropriation bills and the enactment of what is known as the "Yellow Fever bill," but a small majority of the House Committee insisted that general legislation should be proceeded with until such time as the appropriation bills are disposed of. The general sentiment was strongly in favor of an early adjournment.
