Washington, Dec. 15.—The Senate jumped today from its heated discussion of foreign debt settlements into the first lap of the new world court.
The consideration, which proposed American adherence to the court, came up under special order, after Smoot, as chairman of the finance committee, failed to obtain unanimous consent for dealing with debt agreements. Senator Reed, of Missouri, in blocking unanimous consent, took occasion also to attack Italian and British settlements as whitewashing in order to help international bankers.
