It appears that in the convention, either on the 3d or 4th, (the account of the proceedings of which is not come to hand) the committee of public welfare and of Finance presented a report on the state of the Finances,and on the means of restoring credit and confidence to them.

The great object of this report is to call in a large quantity of assignats, and to raise the value of such as are not called in: The means of producing this effect are, by the creation of a new species of paper money,in the nature of a mortgage on all lands belonging to the republic.

This paper money .is to be called Cedules d'Hypotheque, which we have translated Bills of Mortgage.
