A Washington letter writer says:

Discussions are rife near the seat of Government on "popular sovereignty." Reverdy Johnson, formerly Senator and Attorney General of the United States, and a very eminent lawyer, is about to issue a treatise, entitled, "Remarks on Popular Sovereignty as maintained and denied, respectively, by Judge Douglas and Attorney General Black."

He supports the views of Judge Douglas, and declares that Buchanan could not have been elected had it not been believed that he fully concurred in them.
