Letters from London by this arrival, dated Aug. 15, state that it has been agreed between Lord Clarendon and Mr. Dallas that the port of San Juan de Nicaragua (Greytown) shall return under the sovereignty of Nicaragua, subject, however, to the same stipulations with the Bay Islands. The Mosquito Indians are to concentrate themselves within a certain defined territory, within which they shall have, for a term of years, such possessory rights as are accorded to the Indians on the American "Indian reservations." Meantime they are to enjoy a small annuity from the State of Nicaragua, to be fixed by arbitrators.

Gen. Walker will scarcely thank them for that which he already possesses. What has Mr. Dallas to do with Nicaragua? Has he a commission as its ambassador? By what authority does he in the name of Nicaragua agree on behalf the United States to Clarendon's propositions which appertain to the sovereignty of that young republic? He could not have read —or if he had read he must have forgotten-the principles laid down in the inaugural of President Walker. It is not to be believed by those who know Mr. Dallas best that any such agreement has been entered into on his part-not that the Indian policy which he is said to have agreed to will not be pursued by Nicaragua, for its suggested by our own successful example and approved by common sense-but no one supposes our minister is such a perfect know-nothing as to presume to represent at the Court of St. James the sovereignty of a Central America State! It is well known that there is now in Europe no minister duly empowered from Nicaragua.

As between the United States and Great Britain the Central American Question is settled-but English privileges in the Balize which are now claimed to extend Southward to the river Sarstoon will probably be disputed by Guatemala unless steps are taken by Lord Clarendon to conciliate the unscrupulous dictator of that State, who has ever been the tool and privy-counselor of intriguing British diplomatists in that quarter of the world. The end is not yet.
