LITERACY TEST BILL
HAS BEEN LAID TO REST

WASHINGTON (A) - The administration's voter literacy test bill has been laid to rest for this session, talked to death by southern senators.

In its wake, civil rights advocates have promised another fight next session to change the Senate rules to make it easier to break filibusters.

After twice refusing to choke off debate and thus force an end to southern speeches against the measure--the Senate voted 49-34 late yesterday to put the literacy bill aside and proceed to other legislation.

This wrapped up a victory for southern foes of the measure.
