LATEST FROM COLOMBIA.

By the brig Medina, Captain Haff, from Cartagena, we have received our files of Bogota papers to the 24th of March, with copies of the Message of President Santander to the Congress of New Granada, and the Report of M. Velez, Minister of the Interior and Foreign Relations.

The following persons form the Council of State: Vicente Azuero, M. B. Rebillo, Rafael Mosquera, B. Tobar, S. Camacho, J. M. Restrepo, and J. de Marquez; D. F. Sanchez, M. Tobar, and F. Cuevas, are Ministers of the Supreme Court of Justice.

Every thing was proceeding prosperously and harmoniously, in the country and the government.

General Obando has received the appointment of Military Chief of the Province of Bogota.

The government of Venezuela has addressed a note to that of New Granada, felicitating it on the settlement of affairs in the South, and comprising a strong wish to see consolidated the institutions of the two States, and arrangements made to pay the foreign debt.

The government gazette states that no application will be made to Congress for any new tax. In spite of the past difficulties in the South, the public necessities do not require any new burden to be imposed on the people. "Thus," remarks the editor, "we reply to our calumniators"—New York Daily Adv.
