What is this article about?
A letter to the editor complains about colored men standing on the corner of 6th and Kansas Avenue in all weathers seeking work, sympathizes with them, but calls them a nuisance. It suggests providing a sheltered room for job seekers and urges city fathers to enforce or pass an ordinance to address this.
Merged-components note: Merged the section title 'Vox Populi' with the preceding letter to the editor, as the title appears to be the header for the letters/opinions section based on spatial proximity and reading order.

It is surely not a "belle vue" to see the number of colored men standing through all weathers on the corner of 6th and Kansas avenue, much as we sympathize with them in their laudable endeavours to find a job of work of some kind, wherewith to bridge over the winter. It appears that some sheltered room or place could be found, where parties in quest of laborers could go and find them. As things now are, they constitute a nuisance to be suppressed. We would desire our city fathers to hunt up some old city ordinance under which this could be legally accomplished in the absence of which we hope one will be passed at the first meeting of the Council. We pause for a reply.

Main Argument
the presence of colored men standing on street corners seeking work in bad weather is a nuisance that should be addressed by providing a sheltered place for them and laborers, and by the city council enforcing or passing an appropriate ordinance.
