MILITARY BILL

An additional Bill has been passed, authorising the President to cause to be enlisted for the term of eighteen months, such part of the light dragoons, artillery and infantry, authorised by the abovementioned act, as he may deem expedient: Provided the whole number so enlisted shall not exceed 15,000.

This is evidently intended to expediate, rather than relax, defensive operations; as many men would immediately enlist for eighteen months, who would not enter for five years. As it now stands, 15,000 are to be enlisted for eighteen months if the President shall deem it expedient, and 10,000 for five years.
