When the arts of peace are nurtured by government with a fostering hand, the most salutary consequences will necessarily result and internal prosperity and population follow in rapid succession.

The empress of Russia has almost completed the grand work begun by her predecessor Peter the Great, and in the course of her reign has not only established trade in a far greater part of her European possessions, but has likewise introduced civilization among the remotest tribes of her new Tartarian subjects.-- This wise princess has thus occasioned two hundred and sixteen cities to be built since her accession to the imperial diadem, independent of innumerable towns and villages that are making their successive appearance in the midst of deserts and wildernesses. Thus we see that knowledge is alone true power, and that when useful science, the mechanic arts, and agricultural industry diffuse their useful effects, the rudest tracts of nature will smile with the blessings of cultivation, and every art that renders life truly social and happy, will pervade the community at large.
