Our attentive correspondent, Mr. Wm. H. Lyford, forwarded the following information furnished by Capt. Chamberlain, who arrived at Norfolk in 17 days from St. Jago de Cuba. Capt. C. states that a day or two previous to his sailing, accounts arrived from Samana, that a French fleet had arrived in that Bay--that the officers were on shore, and that an important negociation was going on, the object of which was not known, but supposed to relate to a cession of a part of the island of St. Domingo to the French Government. The fleet in question consisted of 6 or seven frigates, which Capt. C. understood had been at Samana a short time before, but were ordered off by the authorities of the place, until the pleasure of President Boyer could be ascertained--when it returned and as above stated the officers were permitted to land.
