Previous to Allenby's striking victory the new Sultan is reported to have declared himself weary of German domination and to have instructed his Ambassador in Berlin to get a release from all previous loans and secure a new loan, or sever diplomatic relations and come home.
Austria-Hungary has been showing increasing signs of distress for six or eight months, and the Bulgarian surrender will expose it to a new attack from Servia, with the curious possibility that the war may end where it began.
With Bulgaria out of the fight, Austria-Hungary can hardly stay in. With its surrender the Last Ditch will be left to the sole occupancy of Germany.
Of course the Kaiser is determined that all Germany shall die for him, and Germany has been willing to do a good deal of dying on his account because it believed it would win.
Now it knows that it will not.
The terms to Bulgaria are the terms Germany will get. It must surrender its soldiers in foreign countries and demobilize those at home. These are preliminaries. The details will be furnished after they have been complied with. These details will render Germany quite harmless for as long a period as it is worthwhile to provide for. And if William insists on fighting the world at large he will have to do it by himself, reinforced by his six sons.
