SOUTH AMERICA.—New York papers of Wednesday evening contain the important intelligence That the South American Republics have already begun to throw off the galling yoke of the Dictator, Simon Bolivar. Peru, as was predicted by our correspondent in Chili, has taken the lead in abolishing the grand monarchical system of Bolivar, contained in the Bolivian code that was forced upon the Electoral Colleges in the manner stated in this paper of the 13th.
Advices from Lima to the 28th Jan through Bogota papers of the 12th March, inform that Gen. Santa Cruz, who was left in charge at Lima on the departure of Bolivar, had convoked a constitutional Congress on the 1st of May, to form a new constitution, and to elect a new President. This step seals the fate of the Bolivian Code and puts an end to the power of Bolivar in Peru. The revolution commenced the 26th of Jan. by the Colombian officers, who elected Gen. Bustamente commander in chief, and arrested their chief officers to send them home. at the same time passing resolutions against the Dictatorship of Bolivar in Colombia. Pando, the tool of Bolivar, and Heres. minister of Foreign affairs and of war, were displaced, and Vidaurre, a tried republican, and Salazar, put in their place. The first movement arose from a meeting of citizens in Lima, at which it was represented the constitution proposed by Bolivar, had been adopted under constraint. Previous to this the Colombian troops at Lima had been forbidden to read or speak on political subjects. The news of the revolution in Peru was received at Bogota the 9th March, with enthusiastic demonstrations of joy. Joy brightened every countenance."
Gen. Santander, who has thus held out against the attempts of Bolivar to assume the supreme control, will now be able to sustain the constitutional rights of Colombia. A correspondence has been detected which places Bolivar's motives beyond doubt. The following translation from the Bogota Conductor, is all that had been published
" In the writing desk of Gen Lara was found a very interesting correspondence, which discovers the plan that had been formed -among the rest there are letters from " Gen. Salom, which affirm that Gen. Bolivar leaves here, (Cundinamarca.) to blind Gen. Santander ; and speaks as with the 'greatest contempt of the Congress, the laws, and the liberal minded men of the country."
