Filipinos Face Extinction Unless U. S. Retains Islands, High Commissioner Declares in San Francisco Speech
SAN FRANCISCO, June 24. (UP)—The United States should retain the Philippines because otherwise the Filipinos would face racial extinction and "we would lose our voice in oriental diplomacy," Paul V. McNutt, American high commissioner to Manila, said today.
McNutt, en route from Manila to report to President Roosevelt and to sound out Indiana's McNutt-for-President boom, made his statement in a speech to San Francisco's commonwealth club.
"So long as our flag flies there," McNutt said, "the Philippines will be the cornerstone of peaceful construction in the Far East. I further venture that if our flag comes down trouble will follow for at least a generation."
"The Philippines are sparsely populated and they are surrounded with nations whose teeming millions are spilling over their national boundaries. An independent Philippine government thus faces a very real threat of racial extinction."
"Add to this the question of its ability to defend itself from foreign military aggression and the economic disaster attendant upon sudden loss of the American market and you have the picture..."
"From the American viewpoint the picture is equally gloomy. If we withdraw from the Philippines we lose our voice in oriental diplomacy. We leave a barrier reef of islands from Kamchatka to Borneo—a barrier which will block our trade and intercourse with China."
