New York City.—The sins and shortcomings of those who sit in high places in the Metropolis are being shown up by the Citizens' Association, an organization which has been formed with the purpose of giving the city an honest government. They have issued an address which gives a frightful picture of the profligacy in almost every department of municipal government. This address reveals the fact that official swindling has become a profession. It shows us a set of men banded together by a mutual understanding to rob the city treasury, and known by a name which has become proverbial—the Ring—a fearfully increasing taxation, which is likely to amount to fifteen millions of dollars for the present year—the city property shamefully mismanaged and unproductive—the public schools passing into incompetent and corrupt hands—the municipal government made a fountain of the grossest abuses and a disgrace not only to the city whose affairs it administers, but to the country at large—and, finally, the ballot-box at the municipal elections stuffed with fraudulent votes. The Committee of the Citizens' Association estimate the number of lives lost every year by the omission to enforce proper sanitary regulations at ten thousand, at least. "The path," says the Evening Post, "which the men of the Ring are taking to fortune is strewn with dead men's bones; they walk over the corpses of their victims. It is the poorer class, thousands of whom are beguiled to vote for these rascals, that suffer most. Every dead body that is carried out to burial from one of the abodes converted into nests of pestilence by their fault should have this inscription over its grave; 'Killed by the Ring.'"—Troy Times.
