An Infamous Scheme to Disfranchise Four Thousand Voters in San Francisco-A Very Thin Explanation of a Very High-Handed Outrage.
San Francisco, Oct. 21.
The publication of the so called black list, containing the names of over 4,000 foreign born citizens whose naturalization papers are imperfect, in consequence of which their votes will be challenged and thrown out, has given rise to an immense amount of excitement and hard swearing. The Democrats assert that the publication of the list was part of a deliberate plan to crush out Democratic voters; that the plot was intended to hit the laboring men of the city who had no time to spend three or four hours at the polls furnishing proof their being American citizens. They also charge that the scheme was got up by the Republican managers, with the view of keeping it quiet until just before the election, when the trap would have been sprung, but that the Democrats got wind of it and forced the publication at once. The Republicans claim that the action of the Inspectors of Election is only what is required by law or justice: that there are hundreds of men being registered here who have no business here and have evidently been imported. The black list will be the means of stopping this sort of a thing and put the election on a fair basis. Upon the street a good deal of growling was heard concerning this vote-quashing proclamation from persons in both parties. The list is said by those who have examined it to contain about four hundred Republicans and thirty-eight hundred Democrats. The nominees of both parties are taking active measures to supply the defects in registration as rapidly as possible.
