From the New Orleans Delta.
Our enemies are evidently trying what virtue there is in the favorite appliance of "soft sawder." They are assuming the most gracious and conciliatory style towards the Tennesseeans. They have made the largest promises and profess the most brotherly regard. They have employed a very appropriate agent in their scheme of humbug and delusion in the felicitously named ex-mayor, "Cheat'em," of Nashville, who liked to have lost his breath in his hot pursuit of somebody to whom he could surrender the city.
They promised protection of private property and person. We lament that there were a very few who yielded to these deceptions. How grossly and yet how justly they have been punished for this imbecility is shown by the very first acts of the Federalists in getting possession of the city.
They immediately seized all the cotton, the property of citizens, and without any inquiry as to its ownership, and in flagrant violation of their own pledges, sent it to the North. Next they proceeded to appoint as Governor of the State and provost marshal of the city the most obnoxious persons they could find in the whole army. Not willing to trust to military men, to officers of the old army, who, it was apprehended, might respect the laws of civilized warfare, they hunted up the bitterest and most malignant politicians in their whole army-the very men who have more than the usual motives to oppress and persecute Tennesseeans-who have old grudges to satisfy, old revenges to sate.
Andy Johnson, the traitor, the demagogue, the firebrand, who for many years has been the disgrace and curse of Tennessee, is to be sent back to afford him an opportunity, with the aid of the federal army, to satisfy his political animosities and to carry out his scheme for the overthrow of the social system of that State. It will be an eternal shame and disgrace upon the manhood of Tennessee if he is allowed to remain above twenty-four hours on the soil of that State.
Nashville has been committed especially to the care of an Ohio brigade, composed mainly of Dutch socialists and abolition negro thieves. Mitchell, the astronomer, a malignant abolitionist, commands this brigade, and the provost marshal is a lawyer of Cincinnati, who left Tennessee on account of his abolition tendencies, and has ever since cherished a bitter hostility against that State and its people. These facts ought to dissipate all doubt as to the motives and designs of the enemy. Thank God, no such doubts exist in other States, but in Tennessee, a few ignorant and credulous people have been deceived by them. They will pay dearly for their credulity.
No man who ever has any intercourse with the enemy, who ever recognizes them in any other character but as brutal invaders, will ever be allowed to live within the State when its possession shall be restored to its true sons. They will be despised and spit upon even if they should remain neutral; they will be still more summarily dealt with if they should give any sort of aid to the enemy. We may extend to the enemy the rights with no law and there will be no mercy.
