VERY LATE FOREIGN.

By the ship Factor, captain Kemp, now at the narrows, but whose passengers and letter bag came up last evening, London accounts are received to Aug. 3.

The Factor sailed from London on the 20th June, and put into Falmouth, from whence he sailed on the 6th of August, where the latest London Papers were received. The account of the bombardment of Cadiz had reached England.

By her arrival our regular file of the Morning Post is received, from which copious extracts will be given to-morrow.

The accounts, however, are not very interesting. The NEGOTIATIONS were still going on, but the items of the progress do not appear officially: opinions were various on the result of them; STOCKS (the political Thermometer of Great Britain) were fluctuating, and had been down to 49 and 48 since Aug. came in, and there we leave them; many judge from this depression of their Thermometer, that there existed no virtuous intention, in either party, to bring about a peace; but that the respective commissioners seemed to be engaged in a game of swindling intrigue, neither one of which yet knew the intentions of the other. No official accounts yet of the signing of the DEFINITIVE TREATY between Buonaparte and the Emperor; and it was thought that this caused the delay in the negotiations.

The Dutch Fleet was still blocked at the Texel. The Irish were still kept quiet by the awe of arms. The people of England were relieved from the late alarm by the suppression of the mutiny. No war on the old lines between France and Austria, as anticipated.
