The brig Commodore Barry, Capt. Tubbs has arrived below from Liverpool, from whence she sailed on the 13th of Jan. Capt. Tubbs left the brig at New-Castle, with all his letters and papers, and arrived in Philadelphia on Tuesday morning last--He states, that the Archduke Constantine had resigned the Crown of Russia in favour of his brother Nicholas, who had been crowned Emperor of Russia. Capt. Tubbs has a note from his Consignee, stating that this news had been confirmed by despatches received by the Russian Minister at London.
