By the last accounts from Constantinople, we are positively informed that the Sovereign of Russia had declared herself ready to enter into an agreement with the Porte, through the joint mediation of the Emperor and the King of France, but that the former had declined; openly avowing that he would not interfere in the disputes between the Russian and the Ottoman empire.

Meanwhile the Sultan is daily declining in health and strength, so much that his recovery is very doubtful. It is said, that both the people and military ardently wish for his dissolution, and a new master, whose mind, they hope, will not be of so pliant and peaceable a turn as that of the present Grand Signor.
