CHARLESTOWN (S.C.) Feb. 20

Last night Captain Cochran, in the armed brigantine Notre Dame, arrived here from France with a valuable cargo, after a passage of 7 weeks.

He has brought London news-papers to the 2ad of November.

Accounts were received in France before Captain Cochran's departure, of the arsenal and dock yard in Portsmouth having been burnt in the beginning of December; the loss is computed at two millions sterling; but at the present critical situation of Great Britain, being in all appearance on the eve of a French and Spanish war, and the supplies of naval stores from America being discontinued, it will be hard to determine what the loss may be estimated at.

Captain Cochran, on his passage, fell in with, and after exchanging a few shot, took an armed victualling ship, the Captain Comes, bound from Cork to New York.

Admiral Keppel is appointed to the command of a fleet of observation.

The following ships were in commission at Plymouth: Royal George, 100 guns, Ocean 90, Queen 90, Foudroyant 84, Prince of Wales 74, Kent 74, Conqueror 74, Boyne 70, Belleisle 70, Somerset 70, Fame 70, Albion 74, Torbay 74, Hercules 74, Yarmouth 74, Shrewsbury 74, Monmouth 64, Intrepid 64, Prudent 64, Bienfaisant 64, Nonsuch 64, Raisonable 64.

Besides the above, the following ships were also put into commission: Invincible 74, Burford 64, Apollo 32, Southampton 32, Ardent 64, Rippon 60, Mars 74, Ramillies 74, Prince George 90, Augusta 64, Sterling Castle 64, Cornwall 64, Trident 64.

Lord Bristol is appointed to a flag. As hot a press as ever was known throughout Great Britain and Ireland.
