BALTIMORE, July 24.

That last Wednesday a French brig from Cape Nicholas Mole, laden with sugars, dry goods, etc. arrived at that place. When she came to anchor, she immediately hoisted an ensign with 13 fleurs-de-lis, in compliment to the 13 United States of America. The captain says, it will give universal satisfaction to the French governments, when acquainted with the declaration of independence; that the naval preparations they have been making are chiefly to protect the trade intended to be carried on with us by them, and to recover those West India islands which formerly belonged to them; and that, shortly, we should have trading vessels in abundance.
