RIGHT HE IS
One thing the Old North State has and which she is not doing much horn blowing about is a good business governor.
Of course, it is yet young, and the blowing in the future will be a plenty, no doubt. But as we started out to say, Governor McLean has a head full of gray matter, and he knows how to use it. He started out on safe and sane grounds-not to go too deep in debt. Now he comes out on a subject we have advocated for years for our own State, viz: a pardon board that is a pardon board.
Our idea is two-fold. First, it will prevent one man from using the pardoning power too freely. Let a board of three or five be elected or appointed in some way so as to be uninfluenced by the governor. Let the governor be one of the board, if so desired, but let him be only one member of the board instead of the whole of it as at present. Second, it will take a big burden off the governor. We are of the opinion that any governor would welcome some plan that would relieve him. Give us a Pardon Board that has the power to act and not merely to advise and we are sure South Carolina will not have wholesale pardons as it has had in the past.
