Changes in the Mexican Government.—During her forty years of independence, the Government of Mexico changed forty-six times. Gen. Lopez de Santa Anna, a former President, was elected twelve times in a period of ten years. In the forty years of independence, the system of Government changed from the Empire into the Triumvirate: then into the Federation; then into the Central and Absolute Dictatorship: then into the Elective Presidency: and now again into an Empire. "Each of these changes," says our author, "required the sacrifice of human life, as is proved by the war history of the Hidalgo Emancipation Proclamation until the present day, of three-fourths of a million of human souls."
