London, August 20. The 9th Instant in the Evening, the Ministers of State met at Chelsea, after which a Courier was dispatch'd to Horace Walpole, Esq; Ambassador extraordinary, and Plenipotentiary at the Hague. We have not been able to guess at the Contents of the Dispatches sent, but we are assured that the Emperor, the King of France, and their High Mightinesses, the States General of the United Provinces, have offered their Mediation for putting an End to the Differences between the Court of Great Britain and that of Madrid; and we hear, it is as good as accepted by both Parties, and that a sort of Congress is to be held here in London on this Occasion in which the Plenipotentiaries are to be the Barons Wassenaer and Hop, and the Count de Cambis. It is said, that what retards the opening of the Congress is, the Court of Spain's demanding that the Orders for making Reprisals may be suspended: Whereas we insist, that all Things shall not only remain as they are until the Conclusion of a Definitive Treaty, but that the King of Spain shall also pay 95,000 l. as stipulated by the Convention, before the Conferences are opened.
