The President has sent a message to Congress, calling especial attention to the armament of sea coast defences. He urges the necessity of such action as will put our fortifications in such condition as regards armament that they will be ready for any emergency, and encloses copies of the reports of the Chief of Ordnance and of the Board of Ordnance Officers on the trial of eight-inch rifle guns converted from ten-inch smooth bore, as indicating an economical means of utilizing the useless smooth bores, and improving the armament.
